This paper examines the level of high-order services in the CEECs. These services are of growing strategic importance across the whole range of production sectors in developed economies (Bailly and Coffey, 1994). They are both the cause and the consequence of globalization, in a cumulative process. Hidden costs of cuts: austerity, civil service management and the motivation of public officials in Central and Eastern Europe after the crisis

The implementation of austerity measures presents a dilemma for governments. While austerity measures such as cutbacks aim to reduce costs and enhance public sector efficiency, the same measures might undermine the motivation of employees and, consequently, the prospects of effectively implementing austerity programmes. Based on a survey of ministerial officials in Poland and Latvia, this article finds that the scale of cutbacks explains a larger decline of staff motivation in Latvia than in Poland. Summary Background The involvement of Jewish doctors and scientists in the development of health resorts in eastern Galicia (part of the Austrian monarchy after 1772, and since 1918 as part of independent Poland, now part of Ukraine) is unquestionable; however, awareness of this fact is not that common. This editorial provides the overall context for the five cases—three national and two international—covered in this thematic issue. While the cases are from Central and Eastern Europe (CEE), they highlight fundamental questions of journalism everywhere, including contradictions between freedom and control, professionalism and politics, individual and collective. The associations of journalists serve as very useful platforms to study these questions, especially at historical turning points when the whole political system changed, as happened twice in CEE after World War II.
